Oscar Milner has over 40 years experience as an analytical chemist at various
levels of supervision and management. During World War II, he was a project
leader and laboratory supervisor at the U.S. Navy's Industrial Test Facility
at the Philadelphia Naval Base. Subsequently, he joined Mobil Corporation's
Research & Development Laboratory from which he is now retired. He has
authored some 25 technical publications and served as co-editor of the American
Chemical Society publication "Analysis of Petroleum for Trace Metals".
Since leaving Mobil, he has acted as a laboratory management consultant
and presents seminar sessions in the U.S. and Canada on analytical laboratory
management.
In his book, Milner reviews the operation of the analytical laboratory from
the standpoint of the manager's responsibilities and offers suggestions
to improve the level of the laboratory's performance and cost-effectiveness.
The opening chapters deal with laboratory functions and organization, while
succeeding chapters cover management issues. A final brief chapter discusses
LIMS, including justification, cost and planning criteria.
The book is short, but the information is concise, well-written and gets
straight to the point. The chapter entitled Budgeting the Cost Control may
prove particularly helpful for readers concerned with the expense budget,
cost estimating, charging costs, and relating costs to the budget. Formulas
for how to do this are provided.
